Identity Verification Applies Only to Fraud-Flagged Users

The Persona-based identity verification rollout is limited to a small subset of users flagged for potentially fraudulent activity, as an alternative to outright banning them. It was updated June 17 as part of the appeals process and is unrelated to the Fable or Mythos rollout.
